Navy and Air Force are the top choices for Big East Conference expansion, but as football-only members, a person with knowledge of the discussions told the Associated Press.
The person spoke on condition of anonymity Wednesday because the conference does not want to publicly disclose its plans.
Navy is an independent and has played in a bowl in eight consecutive seasons. Air Force plays in the Mountain West Conference and has been to a bowl in each of the last four seasons. East Carolina of Conference USA announced Wednesday that it has applied for membership in the Big East.
The Big East is regrouping after Syracuse and Pittsburgh joined the Atlantic Coast Conference.
Leaders from the Big East football schools and Texas Christian, which is to enter the league in 2012, met with Commissioner John Marinatto in New York on Tuesday night. All the league's members, including the eight non-football-playing schools, committed to recruit new members.
Texas open to revenue sharing
Texas officials said they are open to a new revenue-sharing model in the Big 12 and have already suggested that top-level television and cable money be shared equally.
But Texas Athletic Director DeLoss Dodds said Texas does not want to share the money from its Longhorn Network, a 20-year, $300-million deal with ESPN.
"That's never been in play; that's not in play," he said.
Texas President William Powers said creating stability is the top priority for the Big 12. And a day after the Pacific 12 Conference said it had no plans to add any Big 12 members, Powers said one way to build stability is to restructure media contracts.
About an hour later, Dodds said revenue-sharing offers don't include sharing the Longhorn Network.

Oklahoma State's governing board granted university President Burns Hargis the power to move the school's teams to a different conference. Hargis said his "first priority" is to stabilize the Big 12 and remain in that conference, but he rejected the notion that Oklahoma State's current home is its only option. ? After struggling last season and losing his starting job during fall camp, Alex Zendejas will be the kicker for Arizona after junior college transfer Jaime Salazar missed two field goals against Stanford on Saturday. ? Alabama Coach Nick Saban said wide receiver Duron Carter, a highly touted junior college transfer and former Ohio State player, was likely to redshirt this season.
